The following information applies to facilities where lead-based paint and/or asbestos hazards were identified.
If lead-based paint and/or asbestos hazards are identified, your facility is required to restrict access to or mitigate the hazards using the recommended response actions in your results report per 10A NCAC 41C .1003(c) & .1004(c).
Your facility will be asked to list the actions taken to address the hazards, which includes uploading any clearance documentation following mitigation/abatement activities in the portal. All actions listed and uploaded documentation will be publicly visible in the facility data mapper.
If facilities decide to mitigate/abate the hazards, they are responsible for:
- Identifying a certified/accredited professional,
- Scheduling the mitigation/abatement activities,
- Notifying NC DHHS of the mitigation/abatement activities, and
- Submitting for cost reimbursement from NC DHHS.

If lead-based paint or asbestos hazards are found, mitigation is partially or fully covered for facilities. Public schools can request reimbursement for up to 2/3rds of the costs of mitigation activities, and child care facilities can request reimbursement for the full cost of mitigation activities.
What steps do I need to take to get reimbursed for eligible expenses?
- Complete and submit the following to NC DHHS:
- The NC ARPA Reimbursement Request form for each asbestos project or each lead-based paint project.
- A current Substitute W-9 Form (Note: remit address must match).
- The facility Unique Entity Identifier (UEI) number through the Sam.gov web site.
